"REVISITING PUBLIC SECTOR REFORM IN MALAYSIA".
Public sector reform is driven by fiscal and economic crises, domestic pressures and the influence of international financial institutions. The COVID-19 pandemic has amplified the need for reform in the public sector, which is expected to play an integral role as we recover from this pandemic’s pervasive impacts. Sound financial management, efficient civil service and administrative policy, a fair collection of taxes, and transparent operations that are relatively free of corruption contribute to the excellent delivery of public services. What then are the new plans and strategies that should be in place that will reinvigorate the reform agenda and enable the public service to be more responsive to the future needs of our rakyat and to be resilient to any similar economic shocks of this nature? What new areas and mechanisms should we explore to embed further reforms that will enhance the cost-effectiveness of public services? Should there be greater use of opportunities presented through intelligent automation, digitisation, innovation, and the implementation of new ways of working and service design? How do we increase the efficiency of state delivery of public goods? Come join us and hear from our distinguished panel of experts on this subject.

YB DATO’ SRI MUSTAPA BIN MOHAMED
OPENING REMARKS
DATUK DR HAMZAH KASSIM
Datuk Dr Hamzah Kassim has a very diverse professional career that spans over 35 years working across global consulting firms and public sector. During his many years in management consulting, he had led large scale strategy, business and IT transformation assignments across several industry sectors and government in Malaysia and the Middle East. Besides being the co-founder of the iA Group, he was a member of the National Economic Advisory Council from 2009-2011 tasked to develop the New Economic Model and member of a special task force chaired by the Prime Minister on the implementation of the 9th Malaysia Plan. He is currently, among others, Chairman of the Hong Leong Islamic Bank, Advisory Board Member of the Malaysia Anti-Corruption Commission and member of the MIER’s Board of Trustees.
PROF. EMERITUS DATUK NORMA MANSOR
Professor Datuk Norma Mansor is the Director of Social Wellbeing Research Centre (SWRC), Universiti Malaya, since 2013. She was the Dean of the Faculty of Economics and Administration from April 2004-June 2009, before her appointment as the Secretary of the National Economic Advisory Council, Prime Minister’s Department (2009-2011). She was also an advisor and consultant to various organisations which include the National Institute of Public Administration (INTAN), Sarawak Economic Development Corporation (SEDC), the United Nations Development Programme (UNDP), World Bank, International Labor Organisation (ILO), Organisation for Economic Co-operation and Development (OECD) and the European Union (EU). As an academic, Professor Datuk Norma has written extensively in books and scholarly journals. She was awarded Emeritus Professorship by the Universiti Malaya in October 2018. She is also an academic fellow of Universiti Sains Malaysia (USM), a fellow of the Academy of Sciences Malaysia.
DATO’ DR. IR ANDY SEO KIAN HAW
Dato' Dr. Ir. Andy Seo is the Co-Chair of PEMUDAH, the Special Task Force to Improve the Government Delivery System. He is also a Council Member of the Federation of Malaysian Manufacturers (FMM) and Chairman of the FMM Logistics Committee and the Malaysian National Shippers’ Council. He serves as Chairman, Senior Advisor and Director in various organisations, including MNCs in Malaysia, Indonesia and South Asia engaged in metalworking machine tools, electrical engineering, lifts and escalators, rubber gloves, corrosion protection, properties and TVET education. He graduated in HND Production Engineering from the Hatfield Polytechnic, Hertfordshire, UK where he was also admitted ad eundem as an Associate and received an Honorary Doctor of Science. Besides being an Honorary Fellow of the ASEAN Fellow Engineers Organisation, he is also a Registered Professional Engineer in Mechanical Engineering in Malaysia.
TAN SRI MOHD SHERIFF BIN MOHD KASSIM
Tan Sri Mohd Sheriff is an economics graduate from the University of Malaya. He also holds a diploma in economic development from Oxford University and a Masters degree in economics from Vandebilt University, Tennessee, USA. He started his government service in the Kedah civil service in 1963 and then opted into the Malaysian civil service in 1964. He became Director-General of the Economic Planning Unit in 1989 and later Secretary General of the Ministry of Finance. After retiring in 1994, he was appointed as Managing Director of sovereign wealth fund, Khazanah Nasional, until 2003. He was chairman of MIER from 2000-2012. He was also chairman of several companies, including the Standard Chartered Bank Malaysia and PLUS Berhad, as well as served as the President of the Malaysian Economic Association. Tan Sri Mohd Sheriff is a founding member of G25 Malaysia and often writes to the media on matters of public interest.

PROF DR YEAH KIM LENG
MODERATOR
Dr Yeah Kim Leng is Professor of Economics and Director of Economic Studies Programme at Jeffrey Cheah Institute on Southeast Asia (JCI) at Sunway University since May 2016, following a 2-year stint as a business school dean at another local private university. Prior to that, he spent over 20 years in the private sector, principally as the chief economist at the country’s leading domestic credit rating agency. He obtained an MBA in 1988 and a PhD in Agricultural and Resource Economics in 1992 from the University of Hawaii, Honolulu, USA, under the East-West Center degree participant award programme. He is currently the Deputy President of the Malaysian Economic Association and had served as an external member of the central bank’s Monetary Policy Committee, a member of the National Consumer Advisory Council (NCAC), and a trustee of the Malaysian Tax Research Foundation.
